Health Financing Specialist

Work Description

ThinkWell needs an experienced Health Financing Specialist for its four-year initiative on Optimising Health Financing for Primary Health Care Interventions in selected Nigerian states. The Bill and Melinda Gates Foundation (BMGF) Nigeria Country Office funds technical and advisory support for Kano and Kaduna States in Northern Nigeria. The initiative will collaborate with state Ministries of Health and other players to develop state institutions and individuals’ capacity to improve primary health care planning, finance, and performance.
The Health Financing Specialist has strong quantitative skills, research capacity (usually in health economics and financing), and knowledge of health financing policy reform design, implementation, and evaluation.
Health Financing Specialists report to Project/Country Directors. Full-time job in Abuja, Nigeria, including travel to Kano or Kaduna. Nigerians should apply.
Technical Lead:

Provide direct technical help to achieve high-quality programme results and execution across specialisation projects.
Help organise projects, coordinate external partners, and lead collaborative projects.
Create monitoring, evaluation, research, and learning indicators and plans.
Work with other ThinkWell programmes to ensure programming corresponds with the organization’s mission and vision and shares best practises and lessons learned.
Lead health expenditure assessments, including out-of-pocket spending, financial forecasts, benefit incidence, resource tracking, and cost-effectiveness.
Write and present technical papers, project status reports, policy briefs, and conference and journal articles with excellence.
Help health and finance ministries build state-level health financing strategies, budget planning, preparation, and execution, and budget advocacy.
Graphically represent quantitative and qualitative data.
Design a sustained capacity building methodology to directly engage Ministry of Health peers and improve health financing competencies and practical knowledge.
Requirements

BA/BS and 10+ years experience or graduate degree and 8+ years;
Significant Nigerian data management, analysis, health financing, and policy experience;
Advanced knowledge of Nigerian health financing policy and systems improvements;
Ability to configure and analyse huge datasets;
Effectively communicates technical knowledge to non-technical audiences;
Promoted staff development, mentoring, and coaching junior professionals;
A senior leader who can unite staff around ThinkWell’s goals;
A knowledgeable systems thinker who understands our work’s intricacies pragmatically;
Leader in technical specialty; excellent professional network;
Capable of working with external strategic partners, donors, and stakeholders;
English fluency and strong cross-cultural communication skills, including respectful relationships with workers of various levels, ages, genders, nations, orientations, and job areas.
30% travel ability and willingness.
