Job Purpose

  • Supply and Logistics Manager supports the Country Programme Team in the management of supply chain activities that strengthen Oxfam programs in Nigeria to deliver efficient and accountable programs by ensuring and championing integrity cost-effectiveness, efficiency, transparency and accountability across all supply chain and logistics activities (procurement planning, warehousing, inventory management /deliveries and logistics services) in line with Oxfam policies and procedures

Key Responsibilities
Procurement and Contracting:

  • Contribute to project planning and proposals, and ensure logistics inputs are included in the program design.
  • Facilitate collaborative supply planning and regular updating of procurement plans and engage with program managers, to ensure all projects have up-to-date procurement plans to enable the timely delivery of goods and services.
  • Support supply market assessments and maintain information on market prices for key items.
  • Ensure that needs for services or supplies are sourced and delivered on time, in the right quantity, in the right quality (fit for purpose ) and ensure best value for money. Coordinate all procurement activities, and lead on tenders.
  • Ensure that contracts are awarded through competitive fair and transparent procurement processes that are conducted with integrity? in line with Oxfam procurement policy, principles, procedures and donor requirements
  • Ensure that all staff engaged in procurement in Nigeria understand and respect Oxfam procurement procedures and integrity standards, through training, induction and monitoring.
  • Establish Framework Agreements with suppliers for all commonly purchased supplies to enable process efficiencies, improve strategic supplier relationships, and increase purchase power through consolidation.
  • Keep track of ongoing procurement and ensure delivered goods and services meet specified standards and ensure effective communication across different teams on procurement status and planning.
  • Responsible for managing supplier relationships through mutually beneficial contracts, minimum service levels and, performance monitoring, and feedback for continuous improvement
  • Responsible for negotiating favorable terms and prices? while ensuring Oxfam engages reliable suppliers capable of delivering on time and to the right standards and ensuring suppliers are fairly treated through fair market pricing, clear and timely? communication on requirements and expectations, realistic lead-time and paying them on time.
  • Ensure Suppliers are aware of Oxfam ethical standards and whistleblowing channel.
  • Ensure a full and complete paper trail is available and archived for all procurement. Contribute to the continuous improvement of ways of working in Nigeria and improvements towards greater sustainability in our operations and positive impacts in the communities we work with.

Stock, Inventory and Asset Management:

  • Organizing necessary transport and customs clearance.
  • Ensure adequate control and verification for stock movements, transport orders and shipments through compliance with Oxfam procedures to ensure traceability and transparency
  • Ensure management of storage facilities, stock and inventory to prevent loss, theft and damage; while ensuring safe storage and handling; and minimizing environmental impacts of our operations.
  • Coordinate periodic inspection and reconciliation activities for assets, stock and inventory, and facilitate audits and donor reporting.
  • Manage the disposal and replacement of damaged, broken, or out dated items or stock to facilitate accounting processes, optimize storage and reduce environmental impact.
  • Ensure adequate inventory levels maintained for office equipment and supplies to facilitate smooth day-to-day operations, monitor supply and demand for regular project stock to ensure adequate levels, and facilitate prepositioning of stock where required to meet forecasted needs
  • Optimize the use of storage facilities to maximize space to ensure cost-efficient use, adequate security and prevent losses. Support and coordinate distribution-related activities with project teams to ensure adequate stock movement controls, ensure stock movement and avoid dead stock.

Fleet Management:

  • Ensure Oxfam rented and owned fleet is managed to ensure safety and security for Oxfam staff and communities through correct and safe management and operation of vehicles, training, and compliance with Oxfam standards and relevant local regulations.
  • Ensure all vehicles are managed cost-efficiency and minimize environmental impacts through effective planning, regular maintenance, optimization and sustainable driving practices.
  • Ensure the effective use and implementation of Oxfam fleet management system (Tracpoint) to monitor costs and performance ensuring all vehicles are equipped with functioning tracking devices.
  • Ensure regular reporting and monitoring on fleet performance including fuel consumption, maintenance and CO2 according to Oxfam standards.
  • Ensure selection and management of vehicles is planned and optimized to meet operational context and needs of teams.

Capacity Building:

  • Assess and monitor learning needs for Oxfam and partner staff (using PARCEL)
  • Deliver training and support for Oxfam staff in Nigeria across supply chain activities.
  • Manage and implement PARCEL learning events for partner organizations and Oxfam staff
  • Support the respect of Oxfam partnership principles in engagement with partner organistaions and facilitate open and respectful relationships, mutual learning and support in supply and logistics activities.

Reporting and Communication:

  • Ensure visibility of supply chain activities through collating and disseminating regular management reports across key areas of supply and logistics according to Oxfam standards ?including fleet and fuel consumption, ; requisition tracking (order tracking); asset and equipment registers; stock report; and narrative KPI report
  • Ensure regular assessment of supply chain function by leading annual Logistics Assessment (LAT) using Oxfam tool to identify current key risk and improvement areas and make an action plan for the year ahead.? Ensure actions plans linked to reporting are implemented and regularly reviewed
  • Enable the calculation and reporting of CO2 emissions from Oxfam Nigeria for supply and logistics managed activities including: travel; fuel; energy. Champion and support environmental sustainability in Oxfam supply chain and operations
  • Oversee and support audits and reconciliation activities in collaboration with program, finance and audit staff; and anticipate and coordinate requirements for institutional donor reporting.
  • Contribute to contingency planning and ensuring Supply & Logistics information is up to date

Educational, Experience & Competence
Essential:

  • Master’s Degree or equivalent in Supply Chain, Logistics Management, Business Administration, Accounting, Finance, or any other relevant discipline of study.
  • Professional accreditation certification in Logistics/Supply Chain Management especially CHL, CHSCM, CIPS, CILT
  • Minimum of 8 years ?hands-on? working experience in logistics/procurement systems, warehouse and fleet management with an international NGO including 3 years at supervisory level.
  • Good understanding of working with donor requirements (EU/ECHO, UNHCR, DFID, USAID, etc.) and prior experience of monitoring/managing budgets.
  • Excellent organizational, problem-solving, communication skills (oral and written), report writing skills and negotiation skills.
  • Well-developed conceptual, critical, and analytical thinking with the ability to convey complex information in a straightforward, interesting way, and influencing this to a wider audience.
  • Ability to take the initiative and work independently as well as work as a team player ? supporting other departments. The ability to remain calm whilst dealing with conflicting priorities/work under pressure is essential.
  • Critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards.

Job Purpose

  • The project coordinator will report to the Program Manager, Gender Justice and will lead the design, implementation, and operation for the GiZ Gender Equality and Women?s Rights project to be implemented in Michika and Guyuk LGAs in Adamawa State, Nigeria.
  • She/he will undertake the?leadership role responsible for the overall planning, implementation, management, and successful execution of?the project that focuses on?promoting the rights of women and improving gender equality through conflict-sensitive approaches.
  • She/he will provide technical leadership through the?development, implementation, and update of project plans, work plans, and budgets with the support of the project team and partners. Supervise and mentor project team members, fostering a collaborative and productive work environment.
  • This role will liaise closely with other support teams such as the constituted Strategic Oversight Unit (SOU) on the project, the Program Manager ? Gender Justice, Monitoring, Evaluation, Learning and Social Accountability Officer, the Head of Programs, Project Implementing Partners, GIZ team supporting the project and other program?s support unit.

Key Responsibilities and Expectations
Strategic Leadership:

  • Review and execute the developed comprehensive project strategy that addresses gender equality, women’s rights, protection, and socioeconomic inclusivity.
  • Ensure project activities are carried out effectively and meet the project’s objectives and targets as set in the project?s design.
  • Monitor progress and adapt project strategies as needed to achieve results.
  • Efficiently manage the project budgets, financial resources, and expenditures.
  • Ensure accountability and transparency in project activities.
  • Lead the development of comprehensive project reports and communicate achievements to stakeholders.
  • Lead research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
  • Provide regular feedback to the Program Manager, Gender Justice on project strategies and activities.
  • Support the design and management of gender-disaggregated project participants to meet the goals of the project.
  • Work closely with other project teams and program support staff to ensure proper and timely implementation of the project?s activities.
  • Ensure the participation and involvement of relevant stakeholders in project activities, so that the process is inclusive, participatory, and transparent.
  • Ensure field supervision of the project operations to ensure the project is implemented in line with planned activities and expected outcomes.
  • Provide training and capacity-building opportunities to project staff and partners.
  • Promote a culture of learning, knowledge sharing and documentation within the project team.
  • Support the proposal development and fundraising activities for the organisation.
  • Identify potential project risks and develop mitigation strategies in collaboration with the project team.
  • Ensure compliance with safety and security protocols for project staff and project participants.
  • Perform other duties as required.

Partner Management:

  • Undertake periodic reviews of partners? program implementation progress and ensure adherence to donor requirements, Oxfam policies and procedures on partner management.
  • Support capacity strengthening for partner staff on gender analysis, gender transformative approaches, gender mainstreaming, and gender and inclusion programming.
  • Support the development of templates for partner activity reporting and ensure proper reporting and documentation.
  • Lead the partner Risk Management (PRISMA) and review meetings as required.
  • Participates in regular meetings with partner organizations to fully understand the context and operating environment; ensures that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.
  • Monitors complaints received and response (follow-up) processes by developing and maintaining a tracking mechanism.
  • Establish and maintain effective partnerships with government agencies, NGOs, donors, and other key stakeholders.
  • Collaborate with local communities and leaders to ensure their active participation in project activities.
  • Advocate for gender equality, protection, and women’s rights at various levels.

Coordination, Communication and Reporting:

  • Contribute to documentation of technical/program approaches, lessons learned, and success stories
  • Establish and maintain appropriate working relationships with government, institutions, partner organizations, and local NGOs in target areas.
  • Attend working groups and partner coordination meetings at State/ local levels as required.
  • Ensure adequate and accurate reporting of data on activities implemented, baseline, and research conducted.
  • Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.

Educational Experience & Required Competences

  • A minimum of a Master?s Degree (or over 5 years of relevant experience) in Gender and Development Studies, Social work, Demography, Political Science, International Relations, Sociology, Statistics, Humanitarian Studies, or other relevant qualification.
  • Minimum of 3 years of ?hands-on? working experience in designing and implementing gender and inclusion programming, conducting gender analysis, experience in gender mainstreaming, report writing, and program work, including field experience and/or with institutional donors.
  • Experience in training and facilitation of gender transformative approaches, gender and development frameworks, feminist methodologies, and a good understanding of gender and conflict sensitive approaches, and gender and intersectionality.
  • Knowledge of research (gender research, social scientific research, feminist methodologies) writing skills, and transformative approaches like the Rapid Care Analysis, Gender Action Learning Systems, Women and Economic Empowerment Approaches, Transformative Leadership for Women?s Rights, and other related approaches are highly desirable.
  • Proven success in designing, implementing, and reporting on gender and inclusion programs from project inception to closeout stages.
  • Good knowledge of safeguarding and adherence to Oxfam?s safeguarding policy and related policies.
  • Strong analytical skills and experience using a computerized information management system (Microsoft Word, Excel, Statistical analysis software, field data collection tools ODK, Mwater App, Kobo Toolbox, GIS mapping, etc.)
  • Commitment to Oxfam?s overall aims and policies and experience of promoting women?s rights and the interests of marginalized people in all aspects of Oxfam?s work.
  • Proven experience working with partner organizations and helping them develop their independent expertise and ability to deliver results, through effective capacity-building and learning and development activities.

Job Purpose

  • The M & E Officer will report to the Project Coordinator for the Gender Equality and Women?s Rights Project and will provide oversight and lead on the design, implementation, and operation of the M&E system for the GiZ Gender Equality and Women?s Rights project to be implemented in Michika and Guyuk LGAs of Yola, Adamawa State, Nigeria. She/he will oversee the monitoring, evaluation, analysis, and reporting of performance and results, providing regular project reports in a timely manner to the Project Coordinator and project team.
  • She/he will provide technical leadership, and support to the project team, oversee data management on gender-related analysis, report writing, and regular training of M&E field officers and/or subgrantees.
  • She/he will conduct regular project data analysis with a gender-sensitive lens and identify methods to use results for program improvement. S/he will lead activity efforts to strengthen monitoring, evaluation, and performance reporting within the geographic area of activity.
  • This role will liaise closely with other support teams such as: Monitoring, Evaluation, Learning and Social Accountability Officer, Program Manager ? Gender Justice, Project Implementing Partners, and GIZ?s M&E support.

Key Responsibilities and Accountabilities
The Monitoring and Evaluation (M&E) Officer?s primary responsibilities include:

  • Assist the Project Coordinator with the review and implementation of the M&E Plan for the project, including indicator definition, target review, reporting, database management, and developing M&E and/or performance monitoring plans.
  • Lead role in overseeing the development of tools for data collection, data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit-worthy.
  • Responsible for supporting the preparation and review of program reports in collaboration with program staff.
  • Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
  • Provide feedback to the Project Coordinator on project strategies and activities.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Report monthly, quarterly, biannually and annual progress on all project activities
  • Design and manage gender-disaggregated beneficiary monitoring and database systems.
  • Collaborate with the project team and Communication officer to ensure proper and timely dissemination of visibility products and materials.
  • Lead on ensuring all project documentation (tools, templates, reports, research, and materials) is uploaded to the box in a timely manner.
  • Perform other duties as required.

Partner Management:

  • Undertake periodic review of partners? reports and ensure adherence to donor requirements, Oxfam policies and procedures on partner management.
  • Support capacity strengthening for partner staff on gender analysis and gender monitoring and evaluation.

  • First Degree or equivalent in Gender and Development Studies, Social Work, Demography, Political Science, International Relations, Sociology, Statistics, Humanitarian Studies, or other relevant qualification (MSc. is highly desirable).
  • Minimum of 2 years of ?hands-on? working experience in designing learning, and monitoring systems on gender programs; gender analysis, report writing, and program work, including field experience and/or with institutional donors.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ or performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis using feminist methodologies.
  • Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
  • Strong analytical skills and experience using a computerized information management system (Microsoft Word, Excel, Statistical analysis software, field data collection tools ODK, Mwater App, Kobo Toolbox, GIS mapping, etc.)
